Why Every Toy Will Soon Need a Digital Product Passport

The EU is introducing the new Toy Safety Regulation, replacing the long-standing Toy Safety Directive. One of the most significant changes is the requirement for a Digital Product Passport (DPP).

The timeline is phased:

  • The Regulation is expected to enter into force in late 2025.
  • The DPP requirement will apply from mid-2028.
  • Full implementation of the Regulation will be required by summer 2030.

From these dates onward, every toy placed on the EU market will need a scannable DPP containing compliance details such as chemical safety data, test reports, importer details, and recycling guidance.

The DPP is intended to:

  • Give regulators direct access to compliance data.
  • Support faster checks at customs and in the marketplace.
  • Improve transparency across the supply chain.

For manufacturers, importers, and distributors, this will be a mandatory requirement for EU market access. Any manufacturer outside the EU must also appoint an EU Authorised Representative to ensure compliance obligations are met.
